- Description
- The Department of State intends to use other than full and open competition to procure AT802 aircraft for aerial eradication missions. An IDIQ contract for up to 15 aircraft and technical services will result from this action. The IDIQ contract will have a minimum ordering amount of one unit and maximums over a five year period of performance. The DOS AT 802 configuration defined in Air Tractor drawing number 11961 is a significantly modified commercial AT 802 built by Air Tractor that enables the aircraft to operate in an austere combat environment. The aircraft modifications were researched, engineered, developed, and integrated into the aircraft by Air Tractor Inc., the OEM. Examples of these extensive, specialized modifications include combinations of the following: • Aircraft ballistic tolerant / passive defensive armor system • Self sealing ballistic tolerant wing panels and fuel lines • Bullet proof protective cockpit glass • Titanium prop piston assembly • Fully integrated Night Vision Device cockpit instrumentation and lighting for 24 hour day or night operation • Integrated IFR front and rear instrumented cockpit • Crew oxygen system • Fire indicating system • Electronic engine instrumentation • Airframe modifications for mission systems The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), FAR Part 6.302-1, Only One Responsible Source. Air Tractor, Inc. is the only manufacture and only source of the DOS AT 802 aerial eradication platform. Air Tractor controls all technical data, airframe battle damage repair assessment and fatigue analysis required to perform the repair, overhaul, and modification tasks.
