- Description
- The Department of Veterans Affairs, Office of Acquisition Operations, Technology Acquisition Center, located at 260 Industrial Way West, Eatontown, New Jersey, intends to enter into a three-year (Base year plus two, one-year options) Firm-Fixed-Price (FFP) contract on the basis of other than full and open competition for the Commercial Off-The-Shelf (COTS) Reverse Auction (RA) enterprise software license to support VA's RA procurement process. In accordance with 38 U.S.C. 8127(c) and Federal Acquisition Regulation (FAR) 6.302-5 "Authorized or Required by Statute", this will be a sole source acquisition set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) Dnutch Associates (Dnutch), 302 Broadway, Suite 201, Methuen, Massachusetts 01844. RA is a strategic sourcing concept where suppliers bid against each other in real-time to drive the price downward. Bids are conducted electronically in real-time and continue on until no other supplier is willing to bid lower than the current bid. The responsible Offeror whose price is lowest at the auction closing time is then awarded the contract. Dnutch shall provide services required to install this application at a Government site. The North American Industrial Classification (NAICS) Code/Size is 541511/$25M. This notification shall close on Tuesday, December 20, 2011.
