- The U.S. Army Contracting Command-New Jersey, Picatinny Arsenal, NJ, on behalf of PM Crew Served Weapons has a requirement for the fabrication, testing and delivery of MK19 MOD-3 40 mm Grenade Machine Guns (GMG), to the Government Technical Data Package (TDP). The MK19 MOD 3 Grenade Machine Gun (GMG) is to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the MK19 Weapon Specification. The MK19 MOD3 Grenade Machine Gun (GMG) is a 40mm, blowback-operated, air-cooled, fully-automatic machine gun, firing 40mm grenades at a range of 325 to 375 per minute. The effective range is 1500 meters with an extended range out to 2200 meters. The Contractor will receive the following GFM item for overpack with the MK19 MOD-3 GMG package: Technical Manual -10. The contractor shall be responsible for the procurement of the following items for overpack with the MK19 MOD-3 GMG package: Round Removal Tool, part number 12926849, Bore Obstruction Device, part number 12012055, Bag, part number 7791009, Rod Cleaning, Small Arms (.50 caliber) 5 sections National Stock Number (NSN) 1005-00-653-5441, Bore, Cleaning Brush Assembly, 40MM National Stock Number (NSN) 1010-01-150-9983. A Technical Data Package (TDP) will be an Exhibit to the solicitation and will be marked with a "Distribution D" restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Once the solicitation is released interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire and a U.S. Government Non-Disclosure / Non-Use Agreement. It is anticipated that a Request for Proposal (RFP) will be released on/about 09 January, 2012 for a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity Contract with three ordering periods. The maximum contract ordering quantity is 1,970 each MK19 Grenade Machine Guns (GMG). The minimum contract ordering quantity is 73 each MK19 Grenade Machine Guns (GMG). Order placement procedures and additional details will be included in the solicitation/contract. Proposals will be required within forty-five (45) days after release of the solicitation. A First Article Test is required for fifteen (15) weapons two hundred seventy (270) days after contract award. Production deliveries will commence 30 (30) days after approval of the First Article Test Report. Production deliveries will start at a rate of 25 weapons per month ramping up to a rate of 150 weapons per month. All responses to this pre-solicitation notice shall be in writing.
