SOURCES SOUGHT SAFETY AND EFFICACY OF INTERVENTIONS TO PREVENT IRON DEFICIENCY IN REGIONS WITH MALARIA: AN INDIVIDUAL PATIENT BASED META-ANALYSIS Notice Type: Sources Sought Classification Code: A - Research and Development Announcement Type: Sources Sought Agency/Office: National Institutes of Health Location: Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) Key Dates: December 13, 2011 Response Date: 15 days after issuance Purpose of the Announcement: This is a Sources Sought notice. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to obtain information regarding the availability and capability of organizations for the proposed acquisition. Your responses to the information requested will assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. Background: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) seeks capability statements from interested and qualified potential sources for the completion of an individual patient based meta-analysis that would assess the safety and efficacy of interventions to prevent iron deficiency in regions with malaria over an 18 month period and include the following: • Provide input on draft protocol and include the objective(s) of the review, questions to be addressed, justification for the specific analytical approach including, study inclusion and exclusion criteria, methodology, planned analyses, and collaboration agreement. •Perform a systematic and comprehensive data search, to supplement the data searches previously performed by the NICHD and in the previously published reviews. •Provide central database for storage of large datasets and ability to maintain source confidentiality. •Conduct state-of-the-art Individual Patient Based Meta-Analysis, including relevant subgroup analyses. •Coordinate correspondences between the NICHD, a technical review group (consisting of outside scientist/investigators with relevant expertise), and the data source investigators (Trialists). Capability statements in response to this announcement should be no longer than 5 pages inclusive of all material. Responses will be evaluated on the basis of experience, expertise, and capabilities in the following technical areas: A.The ability to design, implement, monitor, modify, and analyze Individual Patient Based Meta Analyses and conducting research related to the relationship between micronutrients (particularly iron) and malaria. B.The ability to develop a system for data identification, collection, management, including search strategy, database design, administration, security and confidentiality of data, and quality control. C.The ability to provide adequate storage space to hold data and statistical software for individual patient based meta analyses. D.The ability to provide logistical support, and collaboratively manage an Individual Patient Based Meta-Analysis group that consists of researchers across multiple disciplines. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientists, engineers and technical personnel who may be assigned as principal investigator or other key personnel; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Interested organizations that believe they possess the capabilities necessary to undertake this project should submit electronic copies in addition to two (2) hard copies of their capability statement, addressing the areas above. Please limit responses to five (5) pages or less. Any proprietary information should be so marked. Written capability statements should be received by the Contracting Officer by no later than 4:00PM Eastern Time on December 29, 2011. Capability statements must identify the business status of the organization (i.e. educational institution, non-profit, large business, small business, 8 (a), or other corporate or non-corporate entity).
