- STATUS UPDATE ON SWIM SEGMENT 2 SWIM The Federal Aviation Administration (FAA) System Wide Information Management (SWIM) Program is a National Airspace System (NAS) advanced Information Technology (IT) infrastructure program that supports Next Generation Air Transportation System (NextGen) goals. The program is transforming the NAS into an agile, information-centric system by creating a common, comprehensive framework that allows authorized users to share data within and outside the NAS.SWIM is being deployed in segments. In each segment, strategically selected NAS applications are developed and integrated into SWIM. SWIM Core Services will be added, as required, to support the implementation capabilities associated with each segment. These Core Services will enable other NAS programs to request and receive information when they need it, subscribe for automatic data receipt, and publish information and services as appropriate. STRATEGYInitially, SWIM anticipated awarding a comprehensive contract to meet the needs of providing the Segment 2 Core Services, which include: Messaging, Interface Management, Enterprise Service Management (ESM), and Security. Segment 2 is currently being re-evaluated and re-planned to take advantage of services available under FAA Telecommunications Infrastructure (FTI). SWIM will meet its Messaging Core Service need with the FTI-provided NAS Enterprise Messaging Service (NEMS). Consequently, SWIM does not plan to award a contract for Messaging.Interface Management, ESM, and Security requirements are currently under evaluation. Industry should expect market surveys relative to these requirements to ensure all technology options are considered. PLANNED ACTIVITIESThe SWIM Program Office still foresees potential contracting opportunities for each of the remaining Core Services; however, the size or time frame of those procurements is not yet clear. Additional opportunities may exist to support other service areas.
