Description
"NCA 8 SAO EAST, VA Caribbean Healthcare System, San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 12) sole source contract with SEBIA, INC. 400 - 1705 Corporate Drive, Norcross, GA. 30093 under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This action is for the procurement of services to provide Phlebotomy Services, at the VA Caribbean Healthcare in San Juan, Puerto Rico. The Contractor shall provide hemathology, urinal test and maintenance services to the VA Caribbean Healthcare System, Pathology and Laboratory Service. Service must include: Contractor shall provide new equipment, reagents, consumables, preventive maintenance, repairs and training to perform automated serum and urine electrophoresis. Equipment shall be installed, configured and validated by the contractor. Methodology and equipment must be FDA approved and in compliance with the College of American Pathologist (CAP), TJC and VHA requirements. The estimated number of test performed by month is 320. In the event that the workload increases, Contractor shall be able to fulfill the Government necessity. A. Capillary Electrophoresis equipment requirements (Automated instrument): a.Fully automated-walk away capillary electrophoresis instrument for SPEP, IFE and Hemoglobin testing. b.Capable of 22 sample/hour throughput time. c.Variable sample load tray (1-28 samples). d.Two liquid flow silica capillaries. e.Two simultaneous sample migrations for protein electrophoresis. f.Electrophoresis in liquid flow. g.Deuterium lamp. h.Interferential filters 200-415 nm. i.Optical fibers for emission and reception and UV lenses. j.Migrations at controlled temperature with a thermoelectric cooler. k.Automatic delimiting of curves and identification of fractions. I. Reagent traceability. m.Comprehensive QC program with two Q.C. levels including Levey-Jennings charts. n.The instrument must have bidirectional capability of interface to Vista through Data Innovations. B. Aqarose Gel Electrophoresis requirements (Semi-automated instrument):: a.Multi-parameter semi-automated agarose gel electrophoresis instrument for UPEP, urine IFE testing. b.Walk-away after sample application. c.Sequenced sample application, migration, incubation, staining, destaining and drying. d.High voltage protein separation and direct protein detection at 200 nm, e.Automatic delimiting of curves and identification of fractions. f.Comprehensive QC program with two Q.C. levels including Levey-Jennings charts. g.Migration parameters regulated by constant current. constant voltage, and constant power. h.Independent and separate self contained assay kits. " " "Contractor must comply with all privacy and security regulations required by Federal and local agencies. "The Contractor must provide monthly invoices. Invoices must be transmitted to Austin. "The C&A requirements do not apply, and that a Security Accreditation Package is not required. "The VA will ensure that sensitive information is protected with a BAA that the Contractor will sign. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available. Interested persons may identify their capability to respond to these requirements by Dicember 16, 201109:00AM Caribbean/Puerto Rico. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
