Description

Sole Source Justification for GRB Calc IVR proprietary software NOTICE OF INTENT to solicit on a SOLE SOURCE basis to acquire the renewal of the GRB/CALC IVR 2012 Annual Software Licenses and Maintenance packages for 115,000 users on both of the existing UNIX and Windows based environments within the Internal Revenue Service offices. Request for Quotation will only be solicited from Government Retirement & Benefits, Inc. (GRB) since this is proprietary software only provided by GRB. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The proposed contract action is for services, which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). The service is being solicited and awarded as a commercial item in accordance wtih FAR Part 12. IRS will consider written responses concerning this NOTICE OF INTENT to solicit on a SOLE SOURCE basis not later than 12:00 pm EST, December 16, 2011. A determination by tthe Government not to compete this proposed contract action based upon responses to this notice, is solely within the discretion of the Government.
