- NASA/KSC has a requirement for STAR CCM+ Software and training. Items follow:1.STAR-CCM+ POWER SESSION (1501.2) ANL 2.STAR-CCM+/CAD EXCHANGE (1309.2) ANL 3.BASIC TRAINING/STAR-CCM+, (9101.2) 3 DAYS.NASA/KSC intends to purchase these items from CD-Adapco. CD-Adapco is the manufacturerand sole proprietary of the STAR CCM+ Software. No known vendors can supply thissoftware and training.KSC's Launch Services Program is frequently called upon to provide quick turnaroundanalyses on complex geometries. STAR-CCM+ has a unique and comprehensive suite ofgeometry creation and preparation tools that significantly reduce the number of man-hoursrequired to process the geometry through grid generation and solution.The built-in 3D CAD tool allows for parametric geometry creation, import and modificationas well as automatic fluid extraction. The surface wrapper 'shrink-wraps' a high-qualitytriangulated surface onto the geometry, closing holes, joining disconnected andoverlapping surfaces, as well as automatically discarding obsolete surfaces. Thiscapability will significantly reduce the time required to incorporate satellite geometryinto the fairing models for environmental control system performance calculations insupport of spacecraft customer requirement verification/validation.The Government intends to acquire a commercial item using FAR Part 12 and 13.Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 10:00 A.M. local time onDecember 20, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are NOT acceptable in response to this notice. Allresponsible sources may submit an offer which shall be considered by the agency. AnOmbudsman has been appointed.CD-Adapco's quote is due in writing to the identified point of contact not later than10:00 A.M. local time on December 20, 2011
