Description
Synopsis Title: H-60 Common Acoustic Simulator Environment (CASE) Requirement: The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, intends to issue a contract to Advanced Acoustic Concepts (AAC) 425 Oser Ave Unit 1 Hauppauge, NY 11788-3676. AAC will provide six (6) Common Acoustic Stimulated Environment (CASE) for the H-60 platform, on a sole source basis per FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency needs. The applicable NAICS code for this effort is 334511 and the applicable PSC code is 6910. AAC is the Original Equipment Manufacturer and currently the only company that has and is providing CASE to the government. AAC is the sole designer, developer and manufacturer of CASE, and therefore is the only company with the requisite knowledge, expertise and technical data that can meet the Governments requirement in a timely manner. The full scope of the requirement is to provide six (6) Common Acoustic Stimulated Environment (CASE) for the H-60 platform. Four CASE will be installed in Tactical Operational Flight Trainers (TOFTs) at NAS North Island (TOFTs #1, #2, #3, and #5), one at NAS Jacksonville (TOFT #4), and one at NAS Mayport (TOFT #6). CASE functionality will be used to support development of acoustic stimulators on these devices, and shall include submodes to demonstrate support of acoustic training for the MH-60R TOFTs. The MH-60R TOFT provides fleet operational and test communities with a complete aircraft simulated and stimulated environment for MH-60R tactical and flight events. All aircraft sensors as well as flight parameters are replicated permitting immersive evaluation of tactical procedures. The acoustic subsystem contains an actual aircraft Common Acoustic Processor and aircraft mission computers, keysets and displays. The CASE is being procured to provide the acoustic input into the TOFT. Delivery of the 6 CASE shall be 9 months after contract award. This notice of intent is not a request for competitive proposals. Any interested party must have the approved facility and personnel clearances necessary and also demonstrate its ability to obtain any required clearances in time to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform the Government's needs within the required response time. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. No reimbursement for any cost connected with providing capability information will be provided. This synopsis is for informational purposes only. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
