The 409th Contracting Support Brigade, Theater Contracting Center has a short-term requirement for domestic (household) appliance repair, distribution and storage. The services required include installation, removal, exchange, disposal, transportation, automated inventory control, automated invoicing, automated repair parts management, hazardous waste removal (e.g., oil), and the provision of repair facilities in sufficient quantities and of adequate capacity to support government and economy housing requirements at fifteen (15) US Army European garrisons. The procurement will be conducted on a sole source basis in accordance with the statutory authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a). The TCC intends to enter into a firm-fixed-price contract with HSG Zander. The basis for restricting competition is the required time to phase-in and the high initial investment. The requirement is a short-term bridge lasting 120 days to 240 days. NAICS code for this procurement is 811412 and the small business size standard is not applicable OCONUS. This sole source requirement will be procured under Acquisition of Commercial Items and Other Than Full and Open Competition, and awarded on an Unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the incumbent service provider, HSG Zander. Responses are due by 23 dECEMBER 2011, 1300 CET.
