- Argonne National Laboratory is seeking to award a Blanket Purchasing Agreement (BPA) to a consulting firm ( hereinafter "the firm") with construction safety expertise. The firm will assist and support Argonne's Infrastructure project and construction management functions. Argonne's Infrastructure Program is tasked with managing several dozen construction projects each year. These projects range in cost from $50,000 to $10M. The work to be performed under this proposed contract is to provide construction safety expertise to Argonne and Argonne's many construction subcontractors. The construction safety documentation required under DOE 40 CFR 851 regulations is substantial and requires significant organizational skills in addition to technical expertise to successfully prepare. The firm will possess professional expertise certified by the Board of Certified Safety Professionals. The firm will assist Argonne in at least two ways: by providing construction safety input during the engineering design phase; and, after contract award, by assisting Argonne's construction contractors (many of whom are small businesses) in preparing the DOE-required safety documentation. The firm will be expected to use Argonne's established construction safety program and modify it to become a substantially more efficient and rapidly implemented system by introducing standardization and databases. This will likely require the firm to take a leadership role in preparing construction contractor documentation to meet Argonne requirements and to present that completed documentation to Argonne for final approval and execution. Typical projects engaged in by the Infrastructure Program include: office and conference space build-out and refurbishment, laboratory and support space build-out and refurbishment, general interior and exterior building repairs, office and laboratory construction, major utility systems construction and modification, MEP and civil construction and landscaping. The firm will be within a 50 mile radius of Argonne and be able to provide immediate on-site support to Argonne on an as-needed basis. Specific Assignments under the contract will be issued with the understanding that the construction safety support to each project will begin immediately to meet Argonne's needs.
