Description

Construction Project No. 656-10-180, entitled 'Install Second and Upgrade Existing Elevator, Building 48'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 236220, along with size standard $33.5 million applies. The procurement is entitled 'Install Second & Upgrade Existing Elevator, Building 48' at the St. Cloud VA Medical Center, in St. Cloud Minnesota. This work is for the purpose of the installation of an additional, new elevator hoistway and hydraulic elevator cab system in the subject building, the demolition of the existing elevator system, and the installation of a second new elevator hoistway and hydraulic elevator cab system within the existing hoistway. Work includes general construction, installation of equipment, alterations, mechanical and electrical work, utility systems, and certain other items as described in the contract drawings and specifications. Multiple phases of construction work will be required to maintain the functionality of adjoining work spaces throughout the project work. Please note that, due to the phasing required to maintain building functionality, there may be a considerable number of events of construction work required to be performed outside of the normal 8:00AM to 4:30PM shift. All fees, permits and registrations required shall be the responsibility of the contractor. Work is to be completed in accordance with the contract drawings and specifications. There are NO bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 270 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $500,000 and $1,000,000.00. All questions must be submitted in writing via email to the Contracting Officer. The solicitation will be issued on/about December 27, 2011. A pre-bid meeting/walkthrough is scheduled for January 11, 2012 at 2:00PM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on January 31, 2012. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
