Description
The Fleet Logistics Center, Jacksonville (FLC-JAX) Contracting Department anticipates issuing a Request for Proposals (RFP) for the acquisition of LOGISTICS SUPPORT SERVICES (LSS) for Non-Personal Temporary Services The NAICS is 561320 (Temporary Services), with a size standard of $13.5M. This acquisition has been set aside 100% under Section 8(a) of the Small Business Act (15 U.S.C. 637(a)). This LSS acquisition will provide U.S. Navy, Marine Corps, Coast Guard, as well as other Department of Defense (DoD) customers within the Yokosuka Japan Operating area with a responsive, efficient, and reliable means of obtaining Non-Personal Temporary Contract Labor Support. The solicitation is anticipated to be a Indefinite Delivery Indefinite Quantity hybrid type contract (Firm Fixed Price (FFP) with Time & Material (T/M) contract line items). The period of performance will be a Base and four (2)/One (1)-Year Options. The Base Year performance period is anticipated to commence on or about 01 Febuary 2012. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FEDBIZOpps Website at: http: www.fedbizopps.gov. It is the responsibility of interested parties to register with NECO and or FEDBIZOpps to download the synopsis, solicitation, all attachments and solicitation amendments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently, for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments and amendments will be provided. The RFP will include instructions for preparation of offerors proposals, the statement of work, evaluation criteria. Central Contractor Registration (CCR) is mandatory for offerors (http://www.ccr.gov/) including completion of On-Line Representations and Certifications (ORCA). Only email communications to the Contract Negotiator will be accepted; no phone call communications or personal office visits with FLC-JAX or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process. Questions from responsible interested parties regarding the synopsis and solicitation must be submitted by email, only, within 10 calendar days of their release to Darryl Q.
