Description
The U.S. Army Corps of Engineers St. Paul District intends to issue an Invitation for Bid (IFB) for the Fargo Moorhead Pile Load Test, Red River of the North, Pleasant Township, Cass County, ND. The work requires that pile load tests be conducted on two types of piles, an H-pile (HP 14x89) and an 8 5/8 inch diameter closed-end steel pipe pile. The piles will be required to be driven to a depth of approximately 80 feet to 90 feet below the ground surface, being founded in the stiff till. The work requires that pile capacities be determined during driving and restrike using the PDA and also under static loading conditions. Both compressive and tensile static load tests are required and shall following ASTM D1143, Standard Test Methods for Deep Foundations Under Static Axial Compressive Load and ASTM D3689, Standard Test Methods for Deep Foundations Under Static Axial Tensile Load, respectively. A load approximately equal to the ultimate capacity of the pile will be required to be held twenty-four hours during the static compressive load test and only 6 hours for the tensile static load test. Additional HP 14x89 and 9 5/8 inch pipe piles will be driven approximately 40 feet below the ground surface and tested statically in tension. The work also requires a report to be submitted that includes the pile drive records, dynamic and static load test results. Incident work includes site grading to facilitate pile driving and the load tests, design and construction of the load frame and reaction system, maintenance and repair of the access road, and site restoration and seeding. The location of the work will take place on a vacant lot located along the Red River in Cass County, ND, approximately 10 miles south of Fargo, ND. This is an UNRESTRICTED procurement. The estimated price range is between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) Code is 238910. The small business size standard is $14.0 million. The solicitation, including specifications and all other documents related to this procurement, will be available on the Federal Business Opportunities website (www.fbo.gov) on or around 16 December 2011. All responsible sources may submit a bid which shall be considered by the agency. The tentative date for opening bids is 17 January 2012. The tentative date for completing contract performance is November 2012. It is the responsibility of interested parties to monitor this site for the solicitation and amendments.
