- NASA/GSFC has a requirement for the acquisition of an upgrade to a digitizer systemas following:Item 1, 1 each Expansion chassis;Item 2, 3 each Express Octopus CompuScopeItem 3, 1 each Express Octopus master multi-card upgradeItem 4, 2 each Express Octopus slave multi-card upgradeNASA/GSFC intends to purchase the items from Dynamic Signals LLC pursuant to FAR 13.106,for the acquisition of supplies or sesrvices determined to be reasonably available fromonly one source. Dynamic Signals LLC are able to meet the specific characteristic of thecustomized digitizer system currently in place with technology that is proprietary toDynamic Signals LLC.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon December 27, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
