Description
NASA/GSFC intends to increase the maximum order amount of contract NNG10AZ19C withCapital Technology Services Inc. (CTSI), pursuant to 10 USC 2304(c)(1), Only OneResponsible Source. This action will also extend the effective ordering period of thecontract. The Facilities Operations and Maintenance Services (FOMS) bridge contract is anIndefinite Delivery Indefinite Quantity (IDIQ) type contract with task orders issued on aCost Plus Fixed Fee basis. Quantities ordered under the contract schedule have exceededestimates and it is anticipated that the amount ordered under the contract will reach themaximum order amount on or about January 2012. The government is currently working onawarding a follow-on procurement for FOMS at GSFC which will not be awarded until the endof the calendar year. To avoid a break in service, the Government is increasing thecontract value of contract NNG10AZ19C and extending the ordering period until servicesstart on the follow-on FOMS contract. The current bridge contract supports GSFCsFacilities Management Division by providing the following services: operations,maintenance, and repair of all institutional GSFC facilities and collateral equipment andother related functions such as maintenance, Facilities Operations Console and buildingoperations; mission support to buildings 3/13/14/32; maintenance of uninterruptible powersupply units located throughout the Center; Center High Voltage and Center Power Plantservices; snow removal services; 24/7 hour support and response; institutional planning;and various IDIQ projects to support NASA missions.A break in service poses an unacceptable risk to the support of mission activities. CTSI,as the incumbent, has the in-depth knowledge of the on-site facilities and systems andpersonnel to provide uninterrupted continuation of mission critical services. Aninterruption and restart of the services currently being performed, with a new contractorthat is unfamiliar with the existing facilities and the specific requirements of the FOMScontract, would greatly jeopardize the operation of Goddard facilities. Due to the timeand substantial duplication of costs involved in procuring and phasing in anothercontractor, CTSI is considered the only contractor that can meet GSFCs needs given theshort period of performance before the award of the FOMS follow-on contract.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact, Yolanda Williams, email:yolanda.a.williams@nasa.gov, not later than 3:00 pm local time on December 21, 2011. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency.Oral communications are not acceptable in response to this notice.
