- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded for commercial supplies and services (FAR 12.207(b)). The United States Army Contracting Command - Rock Island (ACC-RI), awarded a 12-month Time-and-Materials type contract on a non-competitive basis to DRS Technical Services Inc. of Herndon, VA under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source for the procurement of command, control, communications, and computer (C4) capabilities and Information Technology. The required communications support includes all communication mediums and involve a wide number of established and developing protocols, and networking schemes including Local Area Networks (LANs), Wide Area Networks (WANs), Metropolitan Area Networks (MANs), providing INTERNET, NIPRNET, SIPRNET, Secure and Non-Secure VTC, multimedia, and other interface networking systems. The contractor shall provide support to requirements that include EoIP, VoIP, circuit-switched voice, circuit-switched data, and packet data; and encompass all phases of engineering support. The Contractor shall provide a broad range of services and all necessary equipment to support various customers for more than 100 systems. These networks support over 1500 users worldwide in diverse locations including Qatar, Kuwait, Afghanistan, Korea, Germany, Japan and CONUS. The contractor shall Engineer, Furnish, Install and Test (EFI&T) systems for the remote and the hub site locations. All positions require Secret level clearances, Top Secret, SCI, at time of award. DRS Technical Services Inc. is the only known source with the required personnel on site with specialized experience, security clearances, and operational familiarity needed to perform these required critical services, seven days a week and 24 hours a day, at time of award, without any interruption.
