Description
This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that The Rocky Mountain Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to GCS Research, LLC to implement planned improvements to WindNinja surface wind simulation tool. Background:. The WindNinja surface wind simulation tool is being used more widely to support prescribed and natural wildland fire management. Several planned upgrades to the software are needed to improve its utility. These upgrades can only be accomplished by entities that are intimately familiar with the source code. Task Objectives: Implement code to read Desert Research Institute (DRI) Mesoscale weather model data input into WindNinja. Port WindNinja and DRI data to super computer and compile. Develop batch process script for super computer runs. Estimated time to accomplish this task is 40 to 80 hours. Modify WindNinja to incorporate Digital Elevation Map (DEM) data grabber in WindNinja user interface. This may include LCP auto grab feature also. Estimated time to accomplish this task is 120-200 hours. Implement CMake cross-platform build system into WindNinja and document the build process on the Redmine web site. Estimated time to accomplish this task is 40 to 80 hours. Implement OPeNDAP architecture and protocol for data input to WindNinja. Reorganize WindNinja code to use a single defined standard coarse weather model input. Write translators from other formats currently in WindNinja into this standard format. Estimate time to scope out the feasibility of this task is 20 hours. If determined that it is feasible then total time estimate is 140 to 180 hours of additional programming. Total estimated programming time is 360 to 560 hours. Time will be billed on monthly basis. Requirements: All tasks require intimate knowledge of the source code used in the WindNinja simulation tool. They also require understanding and expertise of the libraries and other code used by WindNinja including GDAL and other GIS libraries, netCDF, Qt, the CF standard for weather model metadata, and standard web data transfer protocols. Experience is demonstrated by expertise using these libraries and code to develop computer models that are used by wildland fire managers. Knowledge of C++ and Python are required. Experience is demonstrated by clear knowledge of functional relations employed in WindNinja source code. Knowledge of numerical weather prediction (NWP) model output formats and how these formats can be used to address objectives is required. Experience is demonstrated through past history implementing these data into WindNinja or a similar wind simulation tool. Expertise and understanding of underlying theory and source code used in the WindNinja simulation tool. Deliverables: Accomplishment report with each invoice for payment. Dates determined below will be adjusted based on contract initiation date. Completion of Tahoe Basin data interpreter for WindNinja 4 weeks after initiation of contract. Porting of Tahoe Basin data and WindNinja to FiSL super computer with batch processing script 6 weeks after initiation of contract. Development of DEM grabber in WindNinja user interface 28 weeks after initiation of contractImplementation of CMake build system into WindNinja 32 weeks after initiation of contract. Implementation of OPeNDAP protocol into WindNinja 32 weeks after initiation of contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to FedBizOpps: 14 DEC 2011. Date posting will close: 22 DEC 2011. The North American Industry Classification System (NAICS) code is 541360. The Size Standard is $4.5 million. The desired period of performance for the services described herein is anticipated to be from January 3, 2012 through September 30, 2012. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Anthony Salas, RMRS Acquisition Management, USDA Forest Service, 240 West Prospect Road, Fort Collins, CO 80526, or electronically to: asalas@fs.fed.us. Responses must be received no later than 12:00 p.m. MDT 22 DEC 2011. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, and indicate the appropriate NAICS code. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
