- This is a synopsis, NOT a solicitation. CBP intends to award a sole source contract to William Data Systems for annual software maintenance for previously purchased licenses for ARINC (Implex, Exigence, and Routeview) software to U.S. Customs and Border Protection (CBP), an agency of the Department of Homeland Security (DHS) at the National Data Center (NDC). The use of this product is tied to mission critical CBP applications. The software is used within CBP's distributed and mainframe environments for maintaining data residing at CBP. The product has been used for several years within CBP to meet these requirements. During this time CBP has created many mission critical applications which are dependent on this software. CBP has a requirement for maintenance of software. This requirement creates the need for software maintenance of products associated with CBP distributed and mainframe environments. William Data Systems has the ability to provide ongoing software maintenance support for the products. William Data Systems is the only manufacturer and seller who can provide the required software maintenance for the current ARINC software licenses. They do not have any distributors and will allow no other vendor to sell their products. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals to be used for consideration of future requirements by no later than December 29, 2011 at 9am. This notice of intent is not a request for competitive proposals and an RFP will not be issued. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
