THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of interest and capabilities of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The U.S. Army Corps of Engineers, Nashville District, anticipates a future procurement for a construction project titled Resource Manger's Office and Lock Operator's Building. New buildings are required to replace the Resource Manager's Office (RMO) and Lock Operations Building (LOB) that were destroyed in the flood of May 2010. The RMO serves as office space for the natural resource staff in the Cheatham Lake area and the Lock Operations Building serves as the facility from which the lock is operated for navigation purposes on the Cumberland River. The two buildings are located at Cheatham Lock and Dam in Ashland City, TN. The original RMO was damaged to the extent that it was uninhabitable and has since been demolished. The LOB was severely damaged in the upper two floors of the three story structure. The proposed project will be a Firm Fixed Price contract. The estimated magnitude of construction is $1,000,000 - $5,000,000. Estimated duration of project is 547 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236210. Small Business Size Standard for this acquisition is $33.5 Million. If your company is interested in this project, please respond with the following requested information: (1) Offerors' name, address, points of contact with telephone numbers and e-mail addresses. (2) DUNS number and CAGE code. (3) Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. (4) Bonding capability: construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with available bonding capacity. (5) A Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your company's capabilities. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The potential offers should provide brief references of relevant work they have performed and the magnitude of construction. (6) Offerors (other than small businesses) should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars. (7) Joint venture information if applicable; existing and potential. Receipt of potential offerors responses shall be no later than 12 Noon CST on 27 December 2011.
