This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division has a requirement for the repair and production of AN/SPS-49 Solid State Modulator (SSM) Components, including Solid State High Voltage Switch and Bias Power Supply in accordance with the Statement of Work as follows: CLIN 0001: Test, Teardown, and Evaluation of the Solid State High Voltage Switch, Part Number 8242921-001; CLIN 0002: Test, Teardown, and Evaluation of the SSM Bias Power Supply, Part Number 8242994-002; Required Delivery Date (RDD) for proposal for repair for CLIN 0001 and CLIN 0002 shall be 15 days after receipt of Government Furnished Property (GFP). RDD for the Test, Teardown and Evaluation units shall be 30 days after receipt of GFP. CLIN 0003: Firm Fixed Price Repair of the Solid State High Voltage Switch, Part Number 8242921-001; CLIN 0004: Firm Fixed Price Repair of the SSM Bias Power Supply, Part Number 8242994-002; RDD for CLIN 0003 and CLIN 0004 shall be 70 days after award. CLIN 0005: New manufacture of the Solid State High Voltage Switch, Part Number 8242921-001; CLIN 0006: New manufacture of the SSM Bias Power Supply, Part Number 8242994-002; RDD for CLIN 0005 and CLIN 0006 shall be 190 days after award. CLIN 0007: Data in accordance with Contract Data Requirements List, DD 1423-1, A001 � A007. The SSM is supplied as part of a field change kit for installation aboard Navy ships. The Solid State High Voltage Switch component of the SSM is used to turn on or turn off the modulated anode of the klystron in the system. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Polarity Inc. 11294 Sunshine Park Drive, Rancho Cordova, CA 95742. The anticipated 5 year, Indefinite Delivery Indefinite Quantity, Firm-Fixed-Price Contract is for the supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). It has been determined that the Government requirement for this supply can only be met by one company due to the duplication of costs and unacceptable delay which would result in increased risks and seriously jeopardize the Navy �s Fleet if another source was sought. The costs of trying to duplicate this unique knowledge could not be expected to be recouped in competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 03 January 2012. Closing date will be on or about 03 February 2012. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
