- Final RFP The Department of Energy, National Nuclear Security Administration (DOE/NNSA) released the Request for Proposals (RFP) entitled "Management and Operating Contract of the Y-12 National Security Complex (Y-12) and Pantex Plant (Pantex), with an option for Savannah River Tritium Operations (SRTO)" (DE-SOL-0001458). This solicitation includes two Contract Line Item Numbers identified as CLINs. CLIN 0001 covers the management and operation of Pantex and Y-12 for the initial five year base with sub-CLINs for transition of Y-12/Pantex, three option periods, transition of SRTO, and inclusion of SRTO, respectively. CLIN 0002 covers the project management of the Y-12 Uranium Processing Facility (UPF). The NNSA has established a website at http://www.doeal.gov/MOContracts/, which will be utilized to disseminate information relating to this acquisition. Responders are encouraged to monitor this website because it will be the principal distribution medium for notices, questions & answers, reading room material, and site visits, as well as any other pertinent information. The entire RFP will be made available on the Government Point of Entry (GPE) website at http://www.fedbizopps.gov and the NNSA website referenced above. Paper copies will not be available. Offerors are advised to examine provision L-16 for specific information regarding the time, date, and place offers and proposal information are due. The following deliverables are due prior to submittal of the proposal: - Offeror Intention to Submit an Offer (L-32) is due no later than close of business ten business days after the RFP is released; - Past Performance Information Forms are due on or before 5:00pm MST thirty calendar days prior to the date for receipt of proposals (as described in L-14); - The NNSA website, referenced above, will provide specific details regarding timeframes for Site Tours and briefings; and the proposals are due on or before 2:00pm MST, March 13, 2012. The Contracting Officer is the sole point of contact during the conduct of this procurement and Offerors are requested to submit e-mail questions or comments to Daniel J. Saiz, Contracting Officer, at SEB1@doeal.gov.
