- Standard Specification Drawing Drawing Drawing Drawing Drawing Drawing Drawing Drawing Drawing Drawing Amendment 0001 Amendment 0001 is hereby issued to provide a revised specification and additional reference material. See Amendment 0001 for a complete description of changes. Drydock and Repairs to NOAA Ship RONALD H. BROWN The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), has a requirement for the drydock and repairs to NOAA Ship RONALD H. BROWN (RHB). The RHB is 274 feet long, and her home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Dry Docking; Hull Preservation; Z Drive Overhauls; Bow Thruster Maintenance; Heavy Lift Crane Repairs; Fire Fighting Systems Certification; Miscellaneous Valves and Piping Repairs; Biennial Pressure Vessel Testing; Miscellaneous Steel Repairs; Anchor and Anchor Chain Preservation; Ballast Tanks Preservation; Hydro Boom Inspection and Testing; Gage Calibration; Propulsion Motor Maintenance; Tank and Hull Inspections; and Gyro System Renewal. OPTION ITEMS: Freeboard Preservation; Hull Zinc Renewals; Dynamic Positioning System Installation; Reverse Osmosis System Installation; Main Lab Deck Renewal; Bridge Overhead Removal; #3 AC Plant Overhaul; Galley Modifications; Electronic Chart Display and Information System Installation. Growth (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 63 calendar days, with a start date on or about March 15, 2011. A ship inspection will be held on December 7 and 8, 2011 at the Charleston Marine Support Facility, 1050 Register Street, Charleston SC. Arrangements to attend the ship check must be made by contacting the Port Engineer, Mr. Jamie LeCompte, at 843-566-9191 or by e-mail at Jamie.A.LeCompte@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the Charleston Marine Support Facility. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about November 21, 2011 with proposals due on or about December 20, 2011. The anticipated award date is February 17, 2012. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the lowest priced, technically acceptable offer. The RFP will be issued via electronic posting on the Federal Business Opportunity (FedBizOpps) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FedBizOpps for the release of the RFP, specifications, drawings, and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
