Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number VA256-12-Q-0253 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 2005-54. The associated North America Industrial Classification System (NAICS) is 631299 with a small business size standard of $7.0Million. This is unrestricted for full and open competition. Quotes are due no later than 10:00 AM CDT on Thursday, December 22, 2011 via email to: rosemary.briggs@va.gov or fax to (601-206-6951). Line Item 0001: Base Period, January 1, 2012 to September 30, 2012, Provide Veterinarian Animal Care for the VA Animal Research Facility located at the G.V. (Sonny) Montgomery VA Medical Center, 1500 E. Woodrow Wilson Dr., Jackson, MS 39216. The contractor shall provide services to oversee daily husbandry and other animal care duties within the Veterinary medical unit (VMU). The contractor shall direct the day-to-day operations of the VMU such that the food, water, and housing provided to all animals are appropriate, work shall comply with the Statement of Work (shown below), Quantity of 9 months. Line Item 0002: Option Period 1, October 1, 2012 through September 30, 2013, Provide Veterinarian Animal Care for the VA Animal Research Facility located at the G.V. (Sonny) Montgomery VA Medical Center, 1500 E. Woodrow Wilson Dr., Jackson, MS 39216. The contractor shall provide services to oversee daily husbandry and other animal care duties within the Veterinary medical unit (VMU). The contractor shall direct the day-to-day operations of the VMU such that the food, water, and housing provided to all animals are appropriate, work shall comply with the Statement of Work (shown below), Quantity of 12 months. Line Item 0003: Option Period 2, October 1, 2013 through September 30, 2014, Provide Veterinarian Animal Care for the VA Animal Research Facility located at the G.V. The contractor shall provide services to oversee daily husbandry and other animal care duties within the Veterinary medical unit (VMU). The contractor shall direct the day-to-day operations of the VMU such that the food, water, and housing provided to all animals are appropriate, work shall comply with the Statement of Work (shown below), Quantity of 12 months. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, based on price. Statement of Work 1. The contractor shall oversee daily husbandry and other animal care duties within the veterinary medical unit (VMU). The contractor directs the day-to-day operations of the VMU such that the food, water, and housing provided to all animals are appropriate. The contractor shall: "have graduated from a veterinary school accredited by the AVMA Council on Education, or have an ECFG certificate. "be certified by the American College of Laboratory Animal Medicine (ACLAM) or have received training and/or have experience in laboratory animal medicine and in the care and management of the species at the institution. ( PHS Policy item A.3.b.(1) ) - link listed below 7(a) "have direct or delegated authority (and accordingly, responsibility) for activities involving animals at the institution. ( PHS Policy item A.3.b.(1)) - link listed below 7(a) 2.Work Excluded: The contractor shall not be responsible for additional costs as a result of natural or man-made disasters. 3.Hours of Operation: The contractor shall: " make regularly scheduled visits to the VMU based upon the needs/size of the program, but not less than three visits per week. "be on -call 24 hours per day. 4.Recognized Holidays: The Government recognizes the following holidays. Should a holiday fall on a weekend, the day designated by the Government will be recognized as the holiday. New Year's Day Martin Luther King Day President's Day Memorial Day July 4th Labor Day Columbus Day Veteran's Day Thanksgiving Day Christmas Day 5.Work and Support Services Requirements of the contractor shall: 1. Approve specific details of proposals involving surgery, including pre- through post- procedural care and relief of pain and distress, and to change postoperative care as necessary to ensure the comfort of animals. (USDA Policies, #3) - link listed below 7(b) 2. Make recommendations regarding activity level or restrictions of animals in health records. (Tab E, USDA Policies, #3) - link listed below 7 (b) 3. Decide when necropsies (autopsies) of animals should be performed to investigate health problems in the institution. (USDA Policies, #22)- link listed below 7(b) 4.Provide consultations during the planning stages of proposed animal activities, prior to IACUC review. (1200.7, item 8d(2)(b)) - link listed below 7 (c) 5.Determine the frequency, method, and duration of dog exercise in consultation with and approval by the IACUC. 6.Direct the required environmental enrichment plan for primates. 7: Other services include but are not limited to: (a)Scheduling work assignments of the VMU staff and monitoring the quality and quantity of work performed. (b)Providing orientation and training for employees, preferably with the goal of preparing the employees to take and pass AALAS certification examinations. (c)Instructing and assisting research technicians and investigators in the performance of routine techniques for animal experimentation. (d)Maintaining essential records (e.g., animal and equipment inventories, procurement records, etc.). (e)Ensuring the maintenance of a sound program of animal husbandry. (f)Ensuring the maintenance of a stable animal environment (temperature, lighting, and ventilation) and promptly reporting malfunctions to proper authorities. (g)Noting and reporting abnormal behavior or illness in animal subjects to the designated veterinarian (VMO, VMC, or Clinical Veterinarian).
