- System Availability Dashboard Software/Application Requirements Matrix THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources for a Commercial-Off-The-Shelf (COTS) System Availability Dashboard ("SAD") software, hereinafter referred to as "SAD Software" or "Application." The Contractor is also expected to provide customization and configuration support, installation, testing for acceptance, necessary licenses, training, documentation, maintenance and technical support of the SAD Software. The SAA invites all qualified sources to respond to this Sources Sought Notice. REQUIREMENTS: A. Qualified vendors shall offer and provide a SAD Software that meets the SAA's general, functional and technical requirements for the software and the support services for the implementation of the dashboard in the SAA system. The requirements for the software and other services are specified on the attached System Availability Dashboard Requirements Matrix, ATTACHMENT A. B. Qualified vendors will have demonstrated experience in customizations and configuration support, installations, testing for acceptance, training, documentation, maintenance and technical support of a SAD software. C. Qualified vendors responding to this Notice must provide the following: 1. Narrative Response a. Description of the proposed SAD Software's ability to meet or perform each of the mandatory requirements listed on the Requirements Matrix (see ATTACHMENT A). The response must address each requirement directly with the paragraphs identifiable to each requirement accordingly; b. Description of the SAD Software features, capabilities, and/or specification, include company and product brochure/literature; c. Maintenance and technical support programs for the implemented SAD Software; d. Organizational information including the vendor's Dun and Bradstreet number and point of contact with telephone, fax and e-mail address. The narrative response shall not exceed ten (10) pages. 2. SAD Software/Application Requirements Matrix (ATTACHMENT A) The vendor shall complete the attached SAD Software/Application Requirements Matrix (see ATTACHMENT A) by marking the appropriate cell(s) in the matrix, as well as adding comments as may be required to further explain the marked response. The vendor shall submit the completed matrix in.xlsx format. 3. Past Performance References Qualified vendors shall provide past performance information for its three (3) most recent customers/clients in the last five (5) years for projects or contracts demonstrating direct experience on implementations of system availability dashboards with similar requirements as the SAA. The SAA will check references if necessary to evaluate past performance. The vendor shall include the following information for each past performance provided: a. organization name b. point(s) of contact (POC) who can speak to the details of the project, the title of the POC and their phone number c. contract number d. project title e. period of performance f. short, concise description of work conducted related to the requirements Each Past Performance provided shall not exceed one (1) page. 4. Price List Qualified vendors shall provide a current COTS SAD product price list. INSTRUCTIONS The information contained in this notice will be the only information provided by the SAA or Senate during the Sources Sought process. All qualified sources should respond to this Sources Sought by submitting an information package in accordance with the instructions provided. Failure to provide information requested in this Notice will result in disqualification of the vendor from further consideration. Vendors responding to this notice and deemed qualified by the SAA may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be invited to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in late February, 2012. The SAA will not conduct debriefings on the results of this qualification process based upon the anticipated volume of responses it will receive. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. Responses to this Sources Sought request are due to the POC no later than January 3, 2011, at 12:00 PM EST, and shall be submitted electronically via email only to the attention of Cora Carag at Acquisitions2011@saa.senate.gov. The subject line of the email message shall be: SSN 2012-S-026 SAD. No other method of transmittal will be accepted. The response shall not exceed twenty (20) pages which shall include the narrative, completed requirements matrix and the past performance information but excluding company and product brochure/literature. Unnecessarily elaborate submissions are discouraged. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. TELEPHONE OR E-MAIL QUESTIONS OR REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
