- Item Listing with salient characteristics (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, FA2517-12-T-6008, is being issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. (iv) This acquisition is procured as full and open competition. The NAICS code for this requirement is 511130, Book Publishers. The size standard is 500 employees and a single award will be made as a result of evaluation of quotes. (v) The attached commercial itemized listing is being procured as Brand Name or Equal. In order to be determined equal, the proposed item must meet the minimum salient characteristics identified on the attached listing. The offeror must include sufficient information in its offer for the Government to determine if the proposed item is equal. (vi)The requirement is for the following: 0001 - ITIL V3 Full Lifecycle Suite - Annual subscription for 3 concurrent user licenses 0002 - Best Practice Live - Annual subscription for 3 concurrent user licenses See Attachment 1: Itemized Listing (vii) Commercial items shall be priced as FOB Destination to Peterson AFB, CO. Period of performance shall be 3 Jan 2012 - 2 Jan 2013. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (JUN 2008), applies to this acquisition. All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. All companies must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. The Government will not provide contract financing for this acquisition. (ix) The provision at FAR 52.212-2 Evaluation--Commercial Items (JAN 1999), applies to this acquisition. Paragraph (a), evaluation will be based on LPTA, lowest price meeting technical requirements. In order to be technically acceptable, the quote must offer items matching those on the attached itemized listing or an equal product that meets the minimum salient characteristics identified on the attached listing. (x) The provision at FAR 52.212-3, Offeror Representations and Certification--Commercial Items (NOV 2011), applies to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov/) at the time of quote submittal.
