- Expert Speakers - Dreissena Mussel Early Detection Monitoring Methods and Quality Assurance Workshops Solicitation Number: R12PS80111 Announcement Type: Sources Sought Synopsis: Please read the requirements thoroughly before making a decision to reply to this notice. The mission of the Bureau of Reclamation is specialized, and, therefore, the services required are also specialized. Qualified individuals are highly encouraged to respond. This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a determination will be made whether or not to continue with the procurement under a separate solicitation announcement utilizing Federal Business Opportunities (FedBizOps). The Bureau of Reclamation (BOR) wishes to identify potential sources that can provide expert presentations required to host the Dreissena mussel Early Detection Monitoring Methods and Quality Assurance Workshops. This workshop is being held 7-10 February 2012 in Forth Worth Texas. Expert speakers are being solicited to provide one hour presentations, lead discussions, and prepare written summaries of their presentations in several areas. Experts are needed to describe recent advances in cross-polarized microscopy, image flow analysis, and molecular detection techniques for the aquatic nuisance species Dreissena polymorpha and bugensis. An expert speaker is also needed to present data sets pertaining to detection of Dreissena spp. larvae in the case where multiple detection approaches have been utilized. Experts are also required to present information concerning the development and operations of laboratory standards and quality assurance programs. Experts in the areas of chemical, biological, pathogen detection programs are solicited. Finally, an expert with experience in the development and operation of quality assurance and training programs specific to aquatic invertebrates is being solicited. Provided at the end of this solicitation are the tentative agendas for the two workshops. REQUIREMENTS: 1. Demonstrated expertise in the areas of discussions in the workshop agenda below.2. Availability to attend the workshop. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Complete information must be submitted. Since this is a sources sought announcement, the Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government.
