- This is a synopsis for base operating support services in accordance with the Federal Acquisition Regulations (FAR) Part 15 “ CONTRACTING BY NEGOTIATION. This procurement consists of one solicitation with the intent to award a combination Firm-Fixed-Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) service contract. The contract will be awarded to the responsible offeror whose proposal, conforming to the Request For Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, price and other factors considered. The successful Contractor shall furnish all labor, supervision, management, supplies, equipment, transportation, and any other items necessary to perform base operating services at Camp Lemonnier, Djibouti (CLDJ), Africa, and occasionally other locations within Africa. The contract will have a base period of one year plus three (3) 12-month option periods, for a total maximum duration of 48 months with an estimated contract value of contract value of between $150M to $250M. Start up will be phased-in during the base period of the contract. A transition period of up to 90 days to full performance may be required. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for and additional period up to six months under the FAR clause 52.217-8, Option to Extend Services clause. The contract will replace a contract for similar services awarded to PAE, Inc. in 2007 as a Cost-Plus Award Fee (CPAF) / Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation was issued as full and open competition. The base year was awarded for an estimated cost of $27,346,811, with an estimated aggregate value of $140,658,850 over a five year period. The North American Industry Classification System (NAICS) Code is 561210. The applicable size standard is $35.5 million. THIS ACQUISITION IS SOLICITED AS AN UNRESTRICTED BASIS WITH FULL AND OPEN COMPETITION. This solicitation will be available in electronic format only. The RFP will be available for download free of charge via the Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov on or about 2 January 2012. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information and a price proposal for evaluation by the Government. The Government will not provide hard copies (paper sets) or CD-ROM of the RFP or other contract documents and will not accept telephone, E-Mail and facsimile requests for copies. Notification of any changes (amendments) to the solicitation will be done via the Internet. It will be the contractors ™ responsibility to check the FEDBIZOPPS website daily for any and all amendments to this solicitation. Note: All Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DoD contract. Contractors may obtain information on registration by calling 1-866-606-8220, or via the Internet at https://www.bpn.gov/ccr/default.aspx. Prospective contractors shall submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA). Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1201).
