Description
Notice of Intent to Award 1VA2043 U.S. GOVERNMENT The U.S.Government currently occupies office and related space in a building under lease in Arlington, Virginia. State: Virginia County: Arlington City: Arlington Delineated Area: Within Arlington, Virginia, bounded on: North, Washington Blvd, from George Mason Dr. to I-66, and I-66 eastward to Spout Run, and Spout Run eastward to the GW Parkway; East by GW Parkway; South by Arlington Blvd and on the West by N. George Mason Drive. Minimum Sq. Ft. (ABOA): 14,000 Maximum Sq. Ft. (ABOA): 14,000 Space Type: Office Parking Spaces (Total): N/A Full Term: 10 years Firm Term: 10 years Option Term: N/A Additional Requirements: Must be within 3,000 linear walking feet from an existing Metro station. The building must be within the Metrorail proximity and accessible by sidewalk. Space must be located in a prime commercial office district with attractive, prestigious, professional surroundings with modern design and/or tasteful rehabilitation in modern use. A variety of inexpensive and moderately priced fast food and/or eat-in restaurants must be located within 2,000 walkable linear feet and other employee services such as retail shops, cleaners, banks, etc., should be located within 2,000 walkable linear feet. Regularly scheduled public transportation and/or employee parking with 2,000 walkable linear feet sufficient to cover commuting needs of employees. Space shall not be in a flood plain Description: Notice of intent to use Other Than Full and Open competition: The Government currently occupies 11,569 BOMA rentable square feet (brsf) of space at 1500 Wilson Boulevard, Arlington, Virginia under GS-11B-30068 that expires on June 13, 2012. There is also a United States Army Corps of Engineers (USACE) lease (4,271brsf) at this location that expires on November 3, 2012. This USACE space contains a computer hub that would cost at least $2.5 million to relocate. The General Services Administration plans to execute a fully serviced 10 year firm term superseding lease incorporating both spaces for a total of 15,840 brsf. Because moving would extremely costly, the Government will relocate only if cost of relocation and duplication is included in the rental consideration. In making this decision, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, non-productive agency downtime, etc. Additionally, the property must be within : Arlington, Virginia, bounded on: North, Washington Blvd, from George Mason Dr. to I-66, and I-66 eastward to Spout Run, and Spout Run eastward to the GW Parkway; East by GW Parkway; South by Arlington Blvd and on the West by N. George Mason Drive. The required occupancy date is no later than November 4, 2012. Whether or not an offered building can meet the required occupancy date is in the sole discretion of the Contracting Officer. Buildings offered for consideration must have the ability to meet all current Federal/GSA/PBS, State, and Local codes and regulations including, but not limited to, fire and life safety, handicapped accessibility, OSHA, and seismic protection by the required occupancy date. Responses Due: December 28, 2011 Occupancy (Estimated): November 4, 2012 IF ANYONE HAS A LOCATION THAT THEY WOULD LIKE TO HAVE CONSIDERED, PLEASE RESPOND IN WRITING NO LATER THAN 5:00 PM DECEMBER 28, 2011, WITH THE FOLLOWING INFORMATION AT A MINIMUM: Building name and address; Location of space in the building and date of availability; Location of the closest operational public transit stop and distance in walkable linear feet from the offered building; Location of the closest operational Metro station and distance in walkable linear feet from the offered building; ANSI/BOMA defined office area/usable square feet (USF) Offered and Rentable Square Feet (RSF) offered identifying the specific floors and square footage on each (with Common Area Factor); Rental rate per rentable square foot (based on the GSA Warm Lit Shell). Evidence of ability to meet the required occupancy date of no later than November 4, 2012; Name, address, telephone number, and email address of authorized contact.
