- Request for Information: Nonpersonal Gynecology Medical Services THE PURPOSE OF THIS RFI IS SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE SOLICITATION. The Veterans Affairs ("VA") Des Moines Division requests your response to this Request for Information ("RFI") for VISN 23, Des Moines VA Nonpersonal Gynecology Medical Services, hereinafter referred to as "GYN" for the performance of two (2), four (4) hour gynecology clinics and two (2), four (4) hour gynecology operative procedure clinics per month as required to meet the veteran patients demand for gynecology services as the Central Iowa Health Care System 3600 30th Street, Des Moines, IA 50310. This request for information is in support of a market survey being conducted by the VA to determine qualified sources capable of performing the GYN services and to solicit any comments on the draft Solicitation. The North American Industry Classification System Code is 621111 - Offices of Physicians (except Mental Health Specialists). The small business size standard is $10 Million. Purpose of the contract: The purpose of the contract is to provide the Des Moines VA with GYN services through approximately two (2), four (4) hour gynecology clinics and approximately two (2), four (4) hour gynecology operative procedure clinics as required by the veteran patients. Scope or mission of the contract: The mission and scope of this contract is to provide GYN services in accordance with the draft solicitation, (Attachment 1). Place and period of performance: GYN services are to be provided at the Central Iowa Health Care System located at 3600 30th Street, Des Moines, Iowa. The contract is anticipated to have a one (1) year base period with four (4) option years. Background: The Veterans Administration Central Iowa Health Care System operates a Veterans Health Administration (VHA) medical facility in Des Moines, Iowa. The medical center provides acute and specialized medical and surgical services, residential outpatient treatment programs in substances abuse and post-traumatic stress and a full range of medical health and long-term care services and provides medical services to veterans. The mission is to maintain and improve the health and well being of network veterans with a vision of being a patient-centered, integrated organization providing excellence in health care, research and education. In support of the mission and vision, and in support of the female veterans, VA Central Iowa Health Care System requires GYN services as detailed in the Draft Solicitation, Attachment 1 to this notice. Any information provided in response to this Request for Information will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected. Responses to this Request for Information are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. Attachment 1 is the DRAFT Solicitation. Please provide any comments you have on this DRAFT document. Of particular interest is any specification or requirement that may preclude you from bidding on the forthcoming Solicitation. The VA does not represent that any specific comment or suggestion made by you will be incorporated into the final solicitation. The VA is gathering your comments and suggestions for review, but ultimately a decision regarding the requirements contained in the final solicitation is held strictly within the discretion of the Department. Additionally, the VA requests responses to the following questions: 1.Responses to this announcement should indicate whether the respondent is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business or historically black college or university. 2.Responses should include a copy of the entity's Central Contractor Registration. The Central Contractor Registration is located at https://www.bpn.gov/ccr. 3. If an entity proposes that they are a veteran-owned small business or service-disabled veteran-owned small business, include verification of whether they are registered in VetBiz, The Center for Veterans Enterprise Web Portal located at http://www.vetbiz.gov. The VA requests that you limit your response to no more than 10 pages. Do not incorporate product brochures unless you find it necessary to address a specific issue you take with the DRAFT Solicitation. Pursuant to FAR 52.215-3, your attention is required to the following provision: REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This request for information is issued for the purpose of gathering information regarding the medical specimen courier industry and to request comments on the attached DRAFT Solicitation. Comments received may be used to review and revise the DRAFT Solicitation when developing the final forthcoming Solicitation. Responses must be received no later than 3:00 CST, December 28, 2011. Request for Information responses received after the time and date specified may not be considered in the final Solicitation.
