Description
This is a sources sought request for information. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) is seeking a contractor to furnish the necessary personnel, material, equipment, and facilities, via an indefinite delivery indefinite quantity type contract, to perform scientific support services which include environmental and biological data collection; physical, biological, or biochemical analysis; fabrication, installation, operation, maintenance and repair of research equipment, and/or other peripheral support services. These activities shall be performed in accordance with individually issued task order statements of work. Task Orders may be required in each of the following categories: Living Resource Sampling and Environmental Data Collection Acquire and process fisheries and related biological data Design of experiments and field surveys Conduct field sampling and data collection Data quality control Assessment and Analysis of Environmental Quality Acquire, compile, and process environmental quality data Conduct field sampling and measurement surveys Conduct chemical analysis of sediment and biological tissue samples Conduct biochemical, physiological, histopathological, biostatistical, etc. analyses Analysis and Interpretation Data validation and quality control Data compilation, reduction, and processing Data analysis Data interpretation Theoretical analyses Other Scientific Support Services Document preparation, review, and publication Assist in the preparation of specification and designs Provide logistics support for scientific programs Provide scientific services with emphasis in fisheries biology - Equipment operation and maintenance The contractor shall be required to provide overall administrative and contractual support including insurance and liability coverage. The contractor shall be required to provide a mobile workforce of Fishery Biologists/Ecologists, Biological Technicians (Fisheries), Biological Aides (Fisheries), Statisticians, Data Management Specialists, Boat Operators, Truck Drivers, Laborers, and other contractor personnel who will collect data and assist in setup/maintenance/cleanup activities required at each study site. The contractor shall be responsible for adherence to all federal, state, local, and site specific safety regulations. Contractor personnel may be required to operate government vehicles and boats at all worksites. Sampling and data collection requirements will be identified by task order and may require performance on a flexible work schedule, depending on fish movement, river flow, study requirements, and site coordination. Consequently, precise work hours or work dates cannot always be determined in advance. Work schedules may involve shift or weekend periods. Sampling will be conducted under a variety of weather and working conditions at a variety of sites dependent upon the type of study. Work sites may include but are not limited to: - Hydropower dam intake decks, fish bypass channels and galleries, fish handling/marking facilities, adult traps in fish ladders - Purse seine/trawl vessels during fishing operations - Small boats during limnological, PIT tag, or juvenile/adult salmonid telemetry studies - Shallow water areas during beach seining - Fish rearing facilities - Laboratories PLACES OF DELIVERY/PERFORMANCE The contractor shall perform tasks under the contract at Government facilities located at various sites in Washington, Idaho and Oregon, or as appropriate, at the contractor's facilities. Deliveries of output products for each Task Order shall be delivered to locations specified in each Task Order. Delivery and onsite performance locations will be at the NWFSC offices, Seattle, WA, or at field stations or research locations. The following is a representative listing of recent research locations: - Washington sites: Pasco, Pomeroy, Seattle, North Bonneville, Clarkston, Manchester - Oregon sites: Hammond, Clatskanie, Newport, Rufus, The Dalles - Idaho sites: McCall, Stanley, Eagle - Snake River Dams: Lower Granite Dam, Little Goose Dam, Lower Monumental Dam, Ice Harbor Dam - Columbia River Dams: Rock Island Dam, Priest Rapids Dam, McNary Dam, John Day Dam, The Dalles Dam, Bonneville Dam - Columbia River estuary and plume - Oregon and Washington coastal waters - Puget Sound Depending on the circumstances, the equipment, material and/or supplies required for each Task Order will be either Government furnished equipment and/or contractor supplied In response to this notice please provide the following information: 1) A statement that you believe that your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 4) A brief description of your firm's recent past experience (within past 3 years) performing relevant similar services. All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. This notice is not a request for proposal. The purpose of this announcement is to gather information from the market place and any responses received will not be considered an Offer by the responding party and cannot be accepted by the Government to form a binding contract. No telephone inquires will be accepted and requests for solicitation packages will not be granted, as no solicitation has been prepared at this time.
