Description
Synopsis: Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Shelters Technology, Engineering & Fabrication Directorate (STEFD), intends to award a firm fixed price purchase order on a sole source basis to: Big Top Mfg, Perry, FL 32347-0894. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1) Nature and description of the supplies or services required to meet the agency's needs: Access Control Point, 32' Wide x 40' Long x 22' Center height x 16' Side, tubular steel frame, Fabric Cover, Lighting Package, 6- 60,000 BTU Natural Gas Heaters, removable clear vinyl side panels. 2) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This structure is widely used across the Department of Defense, it meets the size requirements needed to fit in the limited space provided, also the vendor meets the time restraints as there is an urgent need to get this shelter in place. 3) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The LAMS Team has 15+ years of experience with this type of structure and have dealt with many different vendors to provide the customer the appropriate structure that meets their needs. The BIG TOP Shelter best fits the needs of the Garrison due to space limitations, time restraints, and funding. No other vendors can provide the exact shelter required within the time frame required. 4) Any other facts supporting the use of other than full and open competition: Urgent need for the Garrison to provide a shelter for the main entrance to the Natick Labs Installation, to be used for Vehicle and Badge Inspections. 5) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: In the future a performance spec would be written and competed. 6.
