- NASA/KSC has a requirement for technical consulting expertise for theimplementation of volatile analysis for the RESOLVE project. NASA/KSC intends to purchase the items from Dale Lueck and Associates. Pursuant to FAR13.106-1(b) and 13.106-3(b)(3)(i), the acquisition of the are determined to be availablefrom only one source. Competition is impractical for the following reasons: Dale Lueck'sunique combination of expertise in analytical chemistry, instrumental design, and hiscontributions as a P.I. to the original RESOLVE project provides Dale Lueck andAssociates with an invaluable knowledge and versatility related to this project. Withrespect to the project under consideration at KSC, at this time, Dale Lueck andAssociates has participated in the initial evaluation of instrumentation for volatiledetection and has expertise in the design of instruments for volatile analysis. DaleLueck and Associates has numerous patents and publications from his previous work ininstrumentation design. Based on Dale Lueck's unique technical expertise and priorfamiliarity and work experience on the project, competition is impractical. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 29, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer, in writing to chelsea.poling@nasa.gov.
