- Electronic Voting Statement of Work The National Mediation Board intends to acquire the services of a contractor to administer and conduct elections, on behalf of the NMB, by telephone and Internet. Base Year Proposal should begin January 15, 2012 through and end on September 30, 2012. All subsequent year proposals, ( 4) One Year options in addition to the base year, should begin on October 1st of that year (beginning of the fiscal year) through September 30th (end of fiscal year).
