Description
This Synopsis replaces the cancelled Synopsis for Solicitation N6893612R0020 in order to provide the correct Solicitation number referenced above and update the Period of Performance dates to read "from 22 December 2011 to 22 February 2012". The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNSDIV) intends to procure and award, on an other than full and open competition basis, a Firm Fixed Price (FFP) contract with D3 Technologies, Inc (D3). This acquisition is for a bridge contract from 22 December 2011 to 22 February 2012 for software development maintenance and Life Cycle Support (LCS) of operational flight software for tactical navigation/mission computer systems and their associated simulations to the SSED for its multiple Systems Software Support Activities (SSSAs) at the Naval Air (NAVAIR) Systems Command, Systems Software Engineering Division (SSED), North Island, San Diego (NAS), California. The scope encompasses the mission-essential services and materials necessary to support the SSED with new software engineering designs, remedial/redesign engineering development management and related technical documentation. NAWCWD Pt Mugu intends to award the contract with a 2 month period of performance. D3 is the only firm who can provide the required support services mentioned above without an unacceptable delay in fulfilling the Government ™s requirements. This bridge contract will allow the Government sufficient time to effectively procure a competitive follow-on performance-based task order through Seaport-e. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the support services as mentioned above may submit a written response within 15 days of the posting of this synopsis, which shall be considered by the agency. The written response shall reference solicitation N68936-12-R-0020 and clearly show the firms capability, background, experience and assets necessary to perform the required work tasks mentioned above without compromising the quality, accuracy, reliability, and delivery of the products. Written responses shall be submitted by email to david.belasco@navy.mil or mailed to Commander, Code 210000D (D.Belasco), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd. Mail Stop 4015, China Lake, CA 93555-6108 within 15 days from the notice date. Award is anticipated on or about December 21, 2011.
