Description
IBDSS Equipment Listing The Air Force Special Operations Command (AFSOC) is in the process of determining the acquisition strategy for seeking qualified sources capable of providing Integrated Base Defense Security System (IBDSS) maintenance support services for Hurlburt Field, FL and Cannon AFB, NM. We are seeking capabilities from all Small Business categories to aid in determining market interest and capabilities for this prospective requirement. This document is for information and planning purposes only. The applicable North American Industry Classification System (NAICS) code is 561621. The Federal Supply Code (FSC) is 6350. Performance Requirements: The potential requirement is for non-personal Contractor Maintenance Support services at Hurlburt Field, Florida and Cannon AFB, New Mexico. The IBDSS covered under this requirement have the primary missions of providing intrusion detection, facility access control, personal duress monitoring, video surveillance and the associated annunciator support. These are commercial and not military unique systems. Hurlburt Field currently has approximately 140 alarmed/sensored facilities; Cannon AFB has approximately 60 alarmed/sensored facilities. More details on the specifics of each base's IBDSS are contained in attachment 1. The IBDSS Maintenance Technician, two at Hurlburt Field and one at Cannon AFB, must be capable of responding to and repairing all installed IBDSS equipment. Response time for a subset of critical alarms is no more than 8 hours. To support the IBDSS Maintenance Technician, the contractor must provide a "Help Desk" manned continuously. This capability will not reside on either installation, but must be capable of assessing the nature of the problem, correcting minor problems over the phone and scheduling workload for the IBDSS Maintenance Technician. Also, to support the IBDSS Maintenance Technician and the on-call Help Desk, the contractor must maintain a web based electronic maintenance management system that will house all system technical diagrams and work order history. There is no Air Force organic maintenance capability. The contractor must have 100% capability to conduct maintenance at time of award. Top Secret Security Clearances are required. Site POC Experience: The IBDSS Maintenance Technician at each location is required to have 10 years experience in electronics alarm maintenance and working knowledge of military procedures and operations. The Government desires the Hurlburt Field positions to be filled with technicians who have three (3) years of Bosch experience; however, one year of documented recent (within the past three years) experience on the Bosch is required. The Government desires the Cannon AFB position to be filled with a technician who has three (3) years of Advantor experience; however, one year of documented recent (within the past three years) experience on the Advantor is required. Program Manager Experience(PM): The PM is required to have a minimum of 10 years experience in electronics maintenance and working knowledge of military procedures and operations. This position will be located at the contractor's facility. Summary: This procurement will be set aside for Small Businesses. No solicitation document exists at this time. Small Businesses are invited to submit their capabilities to support the potential requirements identified below (to include OCONUS experience) as well as identifying their socio-economic size and category (if applicable).
