- The Marine Corps Systems Command, Quantico, VA intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to Raytheon ELCAN Optical Technologies, 1601 North Plano Road, Richardson, TX 75081 for an Analysis of Alternatives (AoA) of eyepiece protection methods for the Medium Range Thermal Bi-ocular (MRTB). This assessment is associated with the Pre-Planned Product Improvement (P3I) Program. This study will assess the solar damage to the LCD displays in the MRTB eyepieces and methods that can be used to mitigate this damage. The reason for the sole source is that Raytheon ELCAN Optical Technology was the Original Equipment Manufacturer (OEM) and the Government does not have technical data rights to allow for full and open competition. The estimated magnitude of the contract value is approximately $87,552.00. Delivery is required within 90 days of contract award. The North American Industry Classification (NAICS) Code is 333314, Optical Instrument and Lens Manufacturing. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for this requirement, and past performance data within 10 calendar days of this posting, by 2:00 PM EST, to Mr. Jaime Arias or Ms. Germa Batton, Marine Corps Systems Command, 2200 Lester Road, Quantico, VA 22134, or Jaime.arias@usmc.mil or germa.batton@usmc.mil.
