Description
Purpose: The purpose of this Request for Information (RFI) notice is twofold; the first objective is to survey the market for potential contractors capable of satisfying the subject requirement for Foreign Language Instruction, the second objective is to solicit industry feedback regarding the feasibility and suitability of a National Language Support Program versus a Regional Language Support Program. The market data collected will be used to formulate an acquisition strategy to procure Foreign Language Instruction services for the United States Forces Command (FORSCOM). The Mission and Installation Contracting Command (MICC) Mission Contracting Office (MCO) - Ft. Bragg, North Carolina (MCO-FBNC) is requesting responses from qualified businesses within the selected industry classification. The qualifying NAICS code for this effort is 611630, Language Schools. The small business size standard for the NAICS code selected is $7 Million. Scope: The Contractor shall provide foreign language instructors, technology services, and the appropriate level of management and administrative functions to support the FORSCOM Command Language Program (CLP) and instruct mission essential foreign language skills to professional Active component and Reserve component linguists with language dependent Military Intelligence (MI) Military Occupational Specialties. The Corps and Military Intelligence Reserve Command (MIRC) Command Language Programs are the responsibility of the Corps and MIRC G2s. Other Army Major Subordinate Commands (MSCs) or other Federal and DoD agencies may contract for foreign language instruction or other language services such as curricula development or translation under this contract. Overview of Requirement: The primary regional sites are Fort Bragg, North Carolina; Fort Hood, Texas; and Joint Base Lewis-McChord, Washington. The majority of the linguists to be supported under the resulting contract will have language-required Military Occupation Specialties and are graduates of the resident courses provided by the Defense Language Institute Foreign Language Center. Soldiers of all Military Occupation Specialties may participate in pre-deployment familiarization training. Training ranges from survival language/cultural awareness orientations of varying lengths from a few hours to months of training for all deploying soldiers tailored to the commanders' missions; beginning level language training for specified units; refresher, maintenance and sustainment global language training; intensive or "iso-immersion" type courses and Military Occupational Specialty (MOS) /mission specific training for professional military linguists. In the event that the Defense Language Institute Foreign Language Center (DLIFLC) cannot support an initial acquisition course for a unit deploying or conversion training generated by a formal documented change in mission or MTOE (Modified Table of Equipment), the contractor may be required to perform acquisition or conversion training. Reserve Component (RC) units from all services are trained in full-time study during two-week annual training periods and on Saturday and Sunday monthly drill weekends. Training may be conducted in the evenings if necessitated by mission. The entire language program in all its various facets and configurations shall employ the most modern proficiency-based and communicative strategies and methodologies to include the use of technology for second language acquisition. RFI Submission Guidelines: Responses to this RFI shall not exceed fifteen (15) pages, including the cover letter. Subject response must contain: (1) Basic Overview of company to include company name, company point of contact (name, phone number, email address), company location, status of accreditation by a regional or national accrediting association recognized by the American Council on Education, CAGE code, DUNS Number, and Socioeconomic Status, (2) Recommendation regarding the use of the Performance Work Statement or the Regional Performance Work Statement and the supporting rationale for the selection; (3) Capability statement sufficient to demonstrate performance acumen directly related to the performance of the requirement as specified in the attached Performance Work Statements; (4)Citation of any current, or past customers (i.e., within the past three (3) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. RFI Submission Instructions: Responses are due by January 12, 2012. Please submit responses to Brandon A. Hawkins at the following e-mail address brandon.a.hawkins.civ@mail.mil. Responses to the RFI shall include the following in the subject line: Response to the RFI for FORSCOM Foreign Language Instruction - Company Name. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services. No solicitation documents exist at this time but a solicitation package is forthcoming pending analysis of the market data collected. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
