- Description
- I. Description / Purpose: The Space and Missile Systems Center (SMC) has posted a Draft Request for Proposal (RFP) under the "Program Office" tab in the Launch and Test Range System (LTRS) Integrated Support Contract (LISC) Bidders' Library website ( https://www.liscbidderslibrary.com/home ) for industry awareness and review. Please reference the cover letter document, ("Draft RFP FA8811-11-R-0001"), which describes the Government's intent with the release of this Draft RFP and also contains a list of the associated documents. For instructions on how to access the Bidders' Library, please reference the LISC Federal Business Opportunities (FBO) posting of 3 February 2011 entitled LISC Bidders' Library Instructions. SMC requests industry feedback on the Draft RFP package NLT 1700 PDT, 6 January 2012: II. Industry Days: A LISC Industry Day is scheduled for 12 January 2012 to discuss the content of the Draft RFP, schedule, and site visits. Further details regarding Industry Day, including the agenda, discussion materials, and registration forms, will be posted to FBO as soon as the date is confirmed. Please note that failure to respond to the Draft RFP does not preclude proposal submittal or industry day participation if a formal acquisition is announced. III. NAICS Code/Small Business Consideration: The NAICS Code is 541330 with a Small Business size standard of $27million. Responses from small business and small, disadvantaged business firms are highly encouraged. Firms responding should indicate if they are small businesses, socially and economically disadvantaged businesses, 8(a) firms, HUBZone, historically black colleges, and minority institutions. The Small Business point of contact is Mr. Willard Strozier at 310.653.1108. IV. Declaration: This is not a formal solicitation. Please be advised this is a Request for Information only and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information. V. Place of Performance: Multiple locations. VI. Contracting Office Address: Department of the Air Force, Air Force Space Command, SMC/LRK - Space and Missiles System Center, Bldg. 270, 2nd Floor, 483 N Aviation Blvd, El Segundo, CA, 90245 VII. Response Classification: Respondents shall provide a non-proprietary and unclassified response to this Draft RFP. Any proprietary or classified response(s) will be returned unread. All questions and answers will be posted to FBO. VIII. Response Format: Respondents shall provide feedback via the attached Comment Resolution Matrix (CRM). Formatting and page layout settings shall be retained (page size shall be 8.5 x 11; font shall be 12 pt. Times New Roman; margins shall be 1 inch). The Government will not accept company literature or marketing materials in response to this Draft RFP. IX. Response Due Date: 1700 PDT, 6 January 2012. X. Submission Instructions: Submit an electronic copy of the CRM in Microsoft Excel format to the Primary Point of Contact by the Response Due Date. Hard copy responses will not be accepted. XI.
