Description
This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB-Zone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey only to help determine the availability and technical capability of qualified small businesses of various types such as veteran-owned small businesses and/or HUB-Zone small businesses. Interested small business must be capable of serving the needs identified below and must the necessary skills as identified. The North American Industry Classification System (NAICS) Code is 541690 with a small business size standard of $7 million. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. 1.0 BACKGROUND The Chemical Hazards Emergency Medical Management (CHEMM) tool is designed to provide access to comprehensive sets of information via a user-friendly interface. The users include first responders, first receivers, and other health care providers and planners. CHEMM allows these users to plan for, respond to, recover from, and mitigate the effects of incidents involving chemicals. CHEMM's unique content covers information especially relevant to chemical exposure-related mass casualty and "unusual" scenarios. CHEMM's expert interface will link users to resources from other organizations, e.g., U.S. EPA/NOAA (CAMEO tools), the CDC's Emergency Preparedness and Response Web site and NIOSH Emergency Response Safety and Health Database (ERSH-DB), the chemical industry's CHEMTREC service, poison control centers, etc. Like NIH's WISER (Wireless Information System for Emergency Responders) and REMM (Radiation Emergency Medical Management), CHEMM is available on the Internet for online use on computers and handheld devices, and also for download so that it can be used in an emergency even without an Internet connection.   2.0 PURPOSE and OBJECTIVES The purpose of this procurement is to provide CHEMM-relevant expertise to create new content, enhance existing content, and provide support for content building activities for the CHEMM Website. The contractor shall work with CHEMM subject matter experts and the NLM COTR to perform tasks associated with data extraction from source reference materials approved by NLM to enhance and update topical pages for the CHEMM Website. In addition, the contractor shall conduct quality control (technical accuracy of CHEMM information extracted/summarized from other sources) and editing checks of the content on the CHEMM Website. The contractor shall also select references and Web links to Internet resources for use in CHEMM based on NLM-provided selection criteria and provide comments on possible enhancement of the selection criteria. 3.0 PROJECT REQUIREMENTS Task 1. Create new content for CHEMM in easy Web-readable style by extracting/summarizing data from NLM approved reference materials. The content should be written for easily readable style for the Web. Task 2. Enhance, update, and revise current topical content for CHEMM. Task 3. Select references and Web links to Internet resources for inclusion in CHEMM Website and provide comments on possible enhancement of the selection criteria. Task 4. Support content building activities such as facilitating peer consultation and peer review meetings pending availability of funding. The contractor shall meet with the COTR and selected SIS staff on an as needed basis. Meetings will be held at the NLM site. All resulting data, documents, and reports will become the property of the US Government. The contractor shall provide a monthly status report (not to exceed two pages in length) on the fifteenth day of the following month. This report shall detail the progress and status of tasks, tasks completed, planned work, and any current or potential issues. One copy will be delivered to the COTR. A second copy will be included with the monthly invoice. 4.0 ANTICIPATED PERIOD OF PERFORMANCE The period of performance is for one-year from date of award. Subsequent to this initial order, there are four additional option years projected. 5.0 CAPABILITY STATEMENT Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirement. The capability statement should contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm local prevailing time on Wednesday, December 28, 2011 to Kimberly Pringle, pringlek@mail.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
