- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Naval Undersea Warfare Center, Division Keyport has a requirement for a Brand Name or Equal Obsolescence Management Software Subscription. The solicitation number for this requirement is N00253-12-T-0029. It is anticipated that the resultant contract will be firm-fixed price and will include a base subscription period and four (4) one (1) year optional subscription periods. The Defense Priorities and allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. The applicable NAICS code for this requirement is 511210 with a size standard of $25 million. This procurement is 100% set-aside for small business. Requirements and evaluation procedures are listed in the attached solicitation. The closing date of the solicitation is 04 January 2012 at 2:00 p.m. (PST). All questions regarding this solicitation shall be submitted in writing no later than three (3) days before the solicitation closing date. Questions received within three (3) days of the solicitation closing date will not be entertained. Questions shall be submitted via email to: amy.constant@navy.mil. Offerors wishing to respond to this Request for Quote (RFQ) are responsible for downloading the Request for Quote (RFQ) from the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and frequently monitoring the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. No paper copies of the RFQ/amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your offer non-responsive and result in rejection of the same. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). Offerors are also advised that representations and certifications must be completed electronically via the ORCA website at http://orca.bpn.gov.
