Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: Heidi Shorter, Chula Vista, CA. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The Spatial Orientation Center (SOC), Naval Medical Center San Diego requires technical support for experiments concerning blast overpressure effects on traumatic brain injury and effects of exposures to continuous and impulsive noise on hearing and balance in a rodent model. The services required are: o technical support for research proposals and protocols o experiments to evaluate process of blast-induced neurological injury and of noise induced hearing loss o treatments and/or prevention of blast-induced mild traumatic brain injury and inner ear injury o application of expertise of small animal models to blast overpressure and noise induced biochemical oxidative stress o employ methodologies to evaluate investigational agents and compounds to protect/restore neurological and cognitive function to blast-induced injury o surgical preparation and implantation of devices and methods to repairing or renewal of sensory tissues to return or recover function o Collect and record data from investigations and maintain the experimental database o Logistic support and recordkeeping for studies with the Animal Research Coordinator. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Heidi Shorter has been involved in work with small animal models as an animal care specialist at the NMCSD animal facility. She has knowledge of the programs utilized by the SOC in determining behavioral, physiological, and cellular response mechanisms to blast overpressure and biochemical oxidative stress using small animal models. Heidi Shorter has monitored materials, supplies and animal inventories and has participated at various investigations at the NMCSD animal facility. As an animal care specialist she has employed various methodologies and procedures under Protocol CIP#NMCSD.2009.003 and CIP#NMCSD.2009.009. She is experienced in performing surgery on small and large animals for various NMCSD departments. The time to train a new animal research technician to perform on par with Heidi Shorter would hinder any new and ongoing developments by the SOC. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The SBA Dynamic Small Business Search returned no small businesses associated with both the NAICS 541690 and any of the keywords animal research, rodent models, audiological. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
