- U.S. Army Contracting Command-Redstone Arsenal, AATD Contracting Division (AATD Contracting), Fort Eustis, Virginia, in support of Naval Post Graduate School warfighter Quick Reaction Capability (QRC) requirement for the continued development and in-theater implementation of software for data link radios that L3 Communications developed over the last 18 months. This software, Network Tactical (NET-T), will provide point to multi-point capability permitting a complete networking capability that includes Type I and AES encryption as well as anti-jam capability using existing Department of Defense (DoD) owned air and ground data link radios made by L3 Communications. This contract is designed to complete this effort with L3 Communications to include sustainment activities throughout the term of this contract. In support of the NET-T development and implementation effort, the Government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the completion of software development, hardware, engineering & testing services, and support services to further development, integration, demonstration, and implementation of a secure, bi-directional, point-to-multipoint Intelligence, Surveillance, & Reconnaissance (ISR) and tactical network using the DoD owned communications systems; examples: ROVER 5, ROVER 6, VORTEX, Mini-C, Mini-T, C2 ROVER, Gen III, CMDL, etc. Upon delivery of the Net-T software for each of the data link radios involved, the software and software documentation will be licensed to the US Government. The Government will then provide the documentation for NET-T integration to other manufacturers of data link radios should they want to incorporate into their data link radios. The contract will have a minimum value of $500,000 and a maximum of $85,000,000, with a five year ordering period. Orders will be placed on a cost plus fixed fee (CPFF) basis. The first task/delivery order will meet the contract minimum of $500,000. The North American Industry Classification System (NAICS) is 541330/334290. The Government intends to negotiate on a sole source basis with L-3 Communications Corporation, Communication Systems - West (L-3 CSW), 640 North 2200 West, P.O. Box 16850, Salt Lake City, Utah 84116-0850, under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals or capability statements. The Government will consider all submissions received within forty-six days after date of publication of this synopsis solely for the purpose of determining whether to conduct a competitive procurement. All written submissions should be submitted no later than January 17, 2012 at 2:00 p.m. EST to U. S.
