- Description
- NASA intends to award a sole-source contract action to Raytheon pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space FlightCenters (GSFC) Applied Engineering and Technical Directorate (AETD). This procurementwill increase the IDIQ maximum ordering value of Contract NNG09CP01C with Raytheon inorder to allow completion of a current task order under the contract.This sole source action is necessary to support the technology development and hardwaredelivery of a high efficiency Planar Waveguide Er:Yb:Glass laboratory prototype amplifierfor the ASCENDS program that started in April 2011 for a duration of 2 years. Theadditional funds will allow the continuance of this development effort by Raytheon on theeye safe laser amplifier. The Raytheon design is baselined on the same innovative butproprietary development effort that has proven to be very successful in demonstratingpower scaling of laser energy for space applications. The planned action is necessary inorder to ensure program continuity and critical mission support and to avoid significanttechnical impacts to the AETD and supporting directorates.Raytheon is required to provide support in the completion of the delivery of the PlanarWaveguide (PWG) Er:Yb:Glass laboratory prototype amplifier.Raytheon has the combined training, experience, and expertise to provide uninterruptedcontinuation of mission critical support. Due to the time and substantial duplication ofcosts involved in procuring this work from another contractor, Raytheon is considered theonly contractor that can meet GSFC's needs given the short period of performance. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified points of contact not later than 5:00PM EDT onDecember 31, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.NASA Clause 1852.215-84, Ombudsman, is applicable.
