- REQUEST FOR INFORMATION 1.0 Background and Summary The Federal Bureau of Investigation (FBI) seeks GSA schedule sources for a public records aggregator with a web-based user interface able to handle thousands of secured, individual user accounts. The aggregator should be able to run queries based on individual attributes and return all available public records and identifiers. The same is sought for aggregators of business information, news publications, pharmaceutical records, mortgage transactions, telephone subscriber data, as well as an online legal research service. The same company may provide all of the requested information but is not required to fulfill all of the needs to respond to this request. 2.0 Responses 2.1 Instructions 1. The RFI response should provide a concise and focused description of your capabilities and the type(s) of services provided. Include your GSA Schedule and contract numbers. 2. The RFI response shall not exceed 5 pages including cover page, diagrams, graphs, etc. Pages beyond the limit will not be considered. 3. The RFI response shall be submitted in PDF or Microsoft Word format. 4. Do not submit sales brochures, videos, or other marketing materials. 5. Do not submit cost or price information with the response. 6. Vendors should submit an electronic copy of their capabilities statement to kathleen.goodrich@ic.fbi.gov. The due date and time for submission of responses is 8:30 AM EST Monday, January 9, 2012. 2.2 Response Requirements 1. Company Name and Address 2. Contact Name, Title, Phone Number and/or Fax Number, and E-mail Address 3. Organizational Capabilities Statement 4. GSA schedule and contract numbers. 2.3 Additional Information This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the FBI will take procurement action. Further, the Government shall not be responsible for any cost incurred in furnishing this information. All costs associated with responding to this RFI are at the responding party's sole expense. Acknowledgment of receipt of responses will not be made and respondents will not be notified of the Government's evaluation of the information received. All submissions become the property of the Government and will not be returned. A determination by the Government to proceed with the acquisition is at the sole discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. The Government is not seeking proposals at this time and will not accept unsolicited proposals. The FBI requests that vendors have no further contact with the FBI point of contact following the submission of information in response to this RFI. 2.4 Communications At the discretion of the FBI, FBI representatives may choose to communicate with potential sources after the submission of responses to the RFI. Such communications would only be for the purpose of further clarification of potential capability to meet the FBI's requirements and market research. 2.5 Central Contractor Registration All prospective offerors interested in obtaining a contract award with the Government must be registered in the Central Contractor Registration (CCR) database.
