Description
On the behalf of the Environmental Protection Agency (EPA) Region 2, located in Edison New Jersey, the Department of the Interior, National Business Center, Acquisition Services Directorate, Boise, Idaho plans to issue a commercial item solicitation and evaluate offers under the Federal Acquisition Regulation, Subpart 13.5, Test Program for Certain Commercial Items, and award a contract for a contractor operated and maintained, exclusive use, light helicopter to conduct surveys of the waters of the New York/New Jersey Harbor Complex. The contract period is for one base year with four one-year option periods. The service performance period under each year will be about 110 calendar days from approximately May 21st through September 7th. This action will be total small business set-aside. The NAICS Code is 481211, Nonscheduled Chartered Passenger Air Transportation, and the small business size standard is 1,500 employees. Flights will be conducted six days a week at low levels to observe and record 'slicks' of floating debris that could wash up on area beaches. Once a slick is spotted, the helicopter hovers or circles the area to allow the observer to determine and document slick content, location, size and possible origin. Slicks typically consist of paper, plastic, bottles, large wood and natural debris. Information is given to the U.S. Army Corps of Engineers, who uses skimmer vessels to remove any debris. Flights are conducted early in the morning with one or two observers as passengers. Flights will be conducted from a helipad adjacent to the EPA=BFs Edison office and typically last one hour from takeoff to landing. If a water sampling flight is not scheduled for the same day, the contractor will be released from duty at the conclusion of each daily harbor flight. Water sampling with the helicopter is scheduled once a week and is conducted after the low level harbor flight. The helicopter door is removed for the sampling equipment and an EPA observer/sampler rides in the back seat. The helicopter hovers over individual sampling stations located via GPS. The observer/sampler lowers a sampling device called a Kemmerer down into the water to collect the appropriate amount of volume. There are 26 stations along Long Island, and it takes approximately 2.5 hours to complete the entire run of stations. The New Jersey run includes 16 stations and takes approximately 3 hours to complete. The Long Island and New Jersey runs are conducted on alternate weeks, weather permitting. The Government will direct aircraft to support its missions and objectives. An electronic copy of the solicitation will be available for download at www.fedbizopps.gov approximately January 7, 2012. The apparent successful offeror must be registered in CCR (www.ccr.gov) in order to be awarded the contract.
