Description
This Statement of Work (SOW) establishes the requirements for the Tank Watch for Confined and Poorly Ventilated Spaces. The purpose of this SOW is to outline requirements for the establishment of labor for tank watch services in confined and poorly ventilated enclosed spaces as outlined in Section 1.3, for USS NEWPORT NEWS (SSN-750)EOH. Confined And Poorly Ventilated Enclosed Space Watch shall include an individual stationed outside one or more confined and poorly ventilated enclosed spaces who monitors authorized Entrants and is trained to perform all Confined And Poorly Ventilated Enclosed Space Watch duties. Confined And Poorly Ventilated Enclosed Space Watch shall: a. Satisfactorily recognize a Confined and Poorly Ventilated enclosed Space and be knowledgeable of the hazards associated with working in these spaces. b. Shall be briefed by the Entry Supervisor prior to being assigned as Confined And Poorly Ventilated Enclosed Space Watch. Be knowledgeable of operations being performed in the space. Prior to relieving an already assigned Confined And Poorly Ventilated Enclosed Space Watch shall notify all personnel working within the space that they are assuming watch duties. c. Shall be familiar with the Norfolk Naval Shipyard (NNSY) Confined Space Certificate and ensure it is current and determine any restrictions placed on entry/work before allowing entry into a confined or poorly ventilated enclosed space. d. Maintain communication with and keep an accurate account of Entrants working in their assigned space using the Confined And Poorly Ventilated Enclosed Space Watch Log Sheet. Communication will be at a minimum every 5 minutes for confined spaces and 1 hour for poorly ventilated enclosed spaces. Cell phones are not an acceptable form of communication. At the end of the shift, turn in log sheets to the Entry Supervisor. e. Remain outside the space during entry operations unless relieved by another authorized Confined And Poorly Ventilated Enclosed Space Watch. f. Ensure that unauthorized workers do not enter the confined or poorly ventilated enclosed spaces. g. Familiarize oneself with Standard Operating Procedure SOP-920-0037 Rev A, governing all practices, references and duties pertinent to watch; To include both ancillary and auxiliary positions inclusive of Entrant, Zone Manager, Entry Supervisor and Tank Area Manager positions. Note: We expect candidates to be trained on the entire SOP with not just an understanding of their responsibilities but know the definitions, procedure and enclosures as it relates to the process. Have knowledge of hazards in confined and poorly ventilated enclosed spaces per OSHA requirements. Candidates should be able to recognize a valid Norfolk Naval Shipyard Confined Space Certificate (date posted, expiration date and time of expiration, Safe for Hot work, Safe for Entry and not safe for entry). They should know that entry into a confined or poorly ventilated enclosed space is not authorized without a posted Confined Space Certificate. h. Bag and Drag/General Housecleaning and Spotter duties shall be assigned by the on-site supervisor to Confined and Poorly Ventilated Enclosed Space Watches that are released by the government Tank Area Manager (TAM) to be on standby. Government TAM will release Confined and Poorly Ventilated Enclosed Space Watch personnel to standby when tank watch duties are finished and the Confined and Poorly Ventilated Enclosed Space Watch is not needed for another Confined and Poorly Ventilated Enclosed Space Watch location. The standby status goes into effect one half hour after tank watch duties are completed. Bag and Drag/General Housecleaning duties are the removal of industrial debris such as sheet metal, steel plate, structured shapes, piping, cable ends, nuts and bolts, spent welding wire, hardware and/or trash from overhead to deck. Spotter duties are coordinating pedestrian traffic with vehicular traffic to maintain pedestrian safety, typically performed at the head or foot of the ship s ramp. i. Government reserves the right to make changes to the contract as new requirements dictate. j. Government requires potential contractor candidates to provide specific training lesson plans for confined space for review prior to awarding contract.
