- Sources Sought Notice Description Chapel Statement of Work Sources Sought 1. This notice is not a solicitation. This sources sought is being published for market research purposes only to identify potential sources capable of providing retreat facility and services. The Government is seeking sources to participate in a competitive Blanket Purchase Agreement for Chapel Retreat services. The contractor shall furnish a central facility or facilities, materials, supplies and equipment for up to 150 personnel. Contractor shall provide all accommodations, including food and lodging, for up to 50 single young adults or 25 families, for up to five days. The contractor shall provide facilities within 100 miles of Buckley AFB, statement of work (SOW) attached. 2. This is a Sources Sought Synopsis and is not a Request for Quote (RFQ). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. 3. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFQ. 4. All Contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database, www.ccr.gov and must submit their resprestations and certifications at the Online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov/. 5. The Government is contemplating North American Industry Classification Systems (NAICS) Code 721214 for this requirement. The size standard is $7.0M. 6. Pursuant to AFFARS 5352.201 this sources sought synopsis contains the clause 5352.201-9101 Ombudsman. As prescribed in 5301.9103 Ombudsman (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the AFSPC ombudsmen, A7K, 150 Vandenberg St., Ste 1105, Peterson AFB, CO 80914-4350, 719-554-5250, fax: 719-554-5299, a7k.wf@afspc.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. 7. This notice is designed to locate responsible sources that have an interest, and have the ability to supply the items/services as described herein. Interested vendors must provide the company's name, a point of contact, contact information, and the size of the business (e.g., small, large) and the DUNS number. Only responsible suppliers need respond. ** No telephone responses, please**.
