- This Amendment makes the following changes to the Invitation for Bid (IFB) N6247312RP007: 1. Paragraph 3.b in the Invitation for Bid currently states the Bid Opening shall begin promptly at 2:00p.m. Pacific Daylight Time (PDT), on December 20, 2011. The Bid Opening date has been amended to promptly take place at 2:00p.m. PDT, on January 10, 2012. 2. Paragraph 11. Important Notices in the Invitation for Bid is amended by inserting the following: SEVENTEENTH IMPORTANT NOTICE PROPOSED CALTRANS LICENSE. Paragraph 11 of the proposed Lease states, This LEASE is subject to all outstanding easements and rights of way over, across, in and upon the LEASED PROPERTY, or any portion thereof, and to the right of the GOVERNMENT to grant such additional easements and/or rights of way over, across, in and upon the LEASED PROPERTY as the GOVERNMENT shall determine to be in the public interest. Bidders are hereby notified that Marine Corps Air Station (MCAS) Miramar may issue a proposed access License to the California Department of Transportation (CALTRANS) within the proposed MCAS Miramar Agricultural Outlease boundary. This license would authorize CALTRANS to utilize an existing access road through the leased premises to access to their existing right-of-way for the I-805 North Design Build Project located adjacent to the Outleased boundary. The term of the new license is proposed to begin 1 March 2012 and end 30 June 2016. This proposed license would require a working relationship and the coordination between the CALTRANS and the Lessee. As a provision of the proposed license, CALTRANS would be required to obtain written approval from the Lessee to ensure that the proposed access does not interfere with nursery operations. The Temporary Access Agreement Map for the proposed access license is attached for your reference as Attachment #4 to the IFB. 3. Attachment #3 of the IFB, Department of the Navy Lease for Agricultural Purposes is amended by deleting Exhibit B, MCAS Miramar Agricultural Outlease Map, therefrom and inserting the attached Exhibit B, MCAS Miramar Agricultural Outlease Map, thereto. 4. The Government is not responsible for any costs incurred or associated with the preparation and submission of a proposal in response to this solicitation. 5. ALL OTHER PARAGRAPHS, PROVISIONS, AND CONDITIONS OF THE IFB ARE TO REMAIN UNCHANGED. 6. Bidders shall complete Blocks 8 and 15A, sign Block 15B, and submit this Amendment in a sealed bid envelope with the Bid and Bid Deposit. Block 11 requires that the potential bidders acknowledge receipt of this amendment prior to the hour and date specified, as amended. Failure of your acknowledgement to be received at the place designated for the receipt of offers prior to the hour and date specified may result in rejection of your bid.
