- NEO Impact Evaluation Solicitation The United States Government, represented by the United States Agency for International Development Regional Mission to the Caucasus (USAID/Caucasus), is seeking proposals to provide the services described in the attached Request for Proposals (RFP). This solicitation is being issued as a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 541990 - All Other Professional, Scientific and Technical Services, and the small business size standard is $7 million. If you decide to submit a proposal, it must be presented in accordance with the attached solicitation and received no later than 10:00 AM local Tbilisi time on the closing date indicated above and at the place shown below. Proposals should be submitted with the name, street address, telephone number, email address of a point-of-contact who is an authorized agent of the offeror and RFP number. The proposal must be addressed to: Brian K. This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal.
